Supporting Policies
  In addition to the Four Pillars of Utility Rates and Revenue Policies, Interconnection, Net Metering and Incentives, there are many other policies that can become important contributors to a cost-effective solar program.
  • Solar and Low-Income Housing. The Solar Alliance foresees a day when solar electricity will be available and affordable for everyone. However, in the interim, we advocate state programs that provide the structure and policy environment that assures the participation of low-income homeowners in any solar incentive program.
  • Allocating Incentives Among Customer Classes. Among the many challenges in designing a cost-effective solar incentive policy is determining how incentives are apportioned among residential, commercial, government and other customers.  This short document provides guidelines for the decision-making process and includes examples of successful programs in several US states and around the world.
